Nigeria krijgt Nederlandse 'antipiraterijles'

Six month drop in world piracy, IMB report shows

The number of pirate attacks have fallen sharply in the first half of 2012, led by a drop in Somali piracy, the International Chamber of Commerce (ICC) International Maritime Bureau’s (IMB) global piracy report revealed today, but warned that these numbers were offset by a worrying increase of attacks in the Gulf of Guinea.

Overall, 177 incidents were reported to the IMB Piracy Reporting Centre (PRC) in the first six months of 2012, compared to 266 incidents for the corresponding period in 2011.

The report showed that 20 vessels were hijacked worldwide, with a total number of 334 crew members taken hostage. There were a further 80 vessels boarded, 25 vessels fired upon and 52 reported attempted attacks. At least four crew members were killed.

The decrease in the overall number is primarily due to the decline in the incidents of Somali piracy activity, dropping from 163 in the first six months of 2011 to 69 in 2012. Somali pirates also hijacked fewer vessels, down from 21 to 13. Nonetheless, Somali piracy continues to remain a serious threat.

“Somali pirate attacks cover a vast area, from the Southern Red Sea, Gulf of Aden, and Gulf of Oman to the Arabian Sea and Somali Basin, threatening all shipping routes in the north west Indian Ocean,” said Pottengal Mukundan, Director of IMB, which has been monitoring world piracy since 1991.

The report, in part, has attributed the noticeable decline in Somali piracy to the pre-emptive and disruptive counter piracy tactics employed by the international navies. This includes the disruption of mother vessels and Pirate Action Groups.

“The naval actions play an essential role in frustrating the pirates. There is no alternative to their continued presence,” said Mr Mukundan.

The effective deployment of Best Management Practices, ship hardening and, in particular, the increased use of Privately Contracted Armed Security Personnel (PCASP), has also contributed to the falling numbers.

As of 30 June 2012, Somali pirates were still holding 11 vessels and 218 crew, 44 of whom were being held ashore in unknown locations and conditions.

The decline in Somali piracy, however, has been offset by an increase of attacks in the Gulf of Guinea, where 32 incidents, including five hijackings, were reported in 2012, versus 25 in 2011. In Nigeria alone there were 17 reports, compared to six in 2011. Togo reported five incidents including a hijacking, compared to no incidents during the same time last year.

The IMB report emphasized that high levels of violence were also being used against crew members in the Gulf of Guinea. Guns were reported in at least 20 of the 32 incidents. At least one crew member was killed and another later died as a result of an attack.

In Nigeria, three vessels and 61 crew members were taken hostage. Seven vessels were boarded, six fired upon and one attempted attack was reported. The report further showed that attacks by armed pirates in skiffs were occurring at greater distances from the coast, suggesting the possible use of fishing or other vessels to reach targets. On 30 June 2012 alone, three vessels were fired upon, including a tanker and a container vessel within a five-minute period, approximately 135 nautical miles from Port Harcourt.

The increase in pirate activity off Togo has also been attributed to Nigerian pirates. The five reported incidents all occurred in April, culminating with the hijacking of a Panamax product tanker by the month’s end.

Attacks elsewhere in the world have mainly been armed robberies. Indonesia accounts for almost 20% of the global numbers, with 32 reported incidents compared to 21 over the same period in 2011. Twenty-eight of the vessels targeted were boarded, including 23 anchored vessels, two berthed and three that were underway. Guns have been reported on one occasion. IMB further noted that many other attacks may also have gone unreported.

The IMB PRC remains the world’s only manned centre to receive and disseminate reports of piracy and armed robbery 24 hours a day across the globe. As part of ICC it is an independent body set up to monitor these attacks free of political interference. IMB strongly urges all shipmasters and owners to report all actual, attempted and suspicious piracy and armed robbery incidents to the IMB PRC. This is an essential first step in the response chain. The statistics and reports of the IMB PRC act as a catalyst to encourage firm response by government and law enforcement.

Piracy increasing in West Africa, decreasing off Somalia - report

One hundred and two incidents of piracy and armed robbery have been reported for the first quarter of 2012, with dangerously increasing numbers in West African waters, according to figures released today in the International Chamber of Commerce (ICC) International Maritime Bureau’s (IMB) global piracy report.

In total, 11 vessels were reported hijacked worldwide, with 212 crew members taken hostage and four crew killed. A further 45 vessels were boarded, with 32 attempted attacks and 14 vessels fired upon – the latter all attributed to either Somali or Nigerian pirates.

Nigerian pirates widening range
Ten reports were received from Nigeria in the beginning of 2012, equalling the same number reported in Nigeria for the whole of last year. A further attack in neighbouring Benin has also been attributed to Nigerian pirates. The reports include the hijackings of one product and one chemical tanker, between which 42 crewmembers were taken hostage.

“Nigerian piracy is increasing in incidence and extending in range,” said Pottengal Mukundan, Director of the IMB Piracy Reporting Centre, which has been monitoring piracy worldwide since 1991. “At least six of the 11 reported incidents in Nigeria occurred at distances greater than 70 nautical miles from the coast, which suggests that fishing vessels are being used as motherships to attack shipping further afield.”

Two crew members were killed when armed pirates boarded their bulk carrier 110 nautical miles off Lagos, Nigeria.

Attacks in Nigerian coastal waters have further resulted in at least three crew kidnapped from their anchored vessel.

“While the number of reported incidents in Nigeria is still less than Somalia, and hijacked vessels are under control of the pirates for days rather than months, the level of violence against crew is dangerously high,” added Mr Mukundan.

Threat still high off Somalia despite fewer incidents
Somalia continues to dominate figures with 43 attacks, including the hijacking of nine vessels and the taking hostage of 144 crew. Four dhows and a fishing vessel, softer targets that make for ideal motherships, were among the highjacked vessels. Somali pirates were also responsible for the hijacking of a Panamax bulk carrier at the end of March.

But while the number of 2012 incidents and hijackings are less than reports for the same period in 2011 (97 incidents, 16 hijackings), it is unlikely that the threat of Somali piracy will diminish in the short to medium term unless further actions are taken.

The report attributes the reduction in overall attacks to the disruptive actions and pre-emptive strikes by the navies in the region, which disrupted numerous pirate action groups, emphasizing the importance of the navies in both deterring and combating Somali piracy.

The application of Best Management Practices and the increasing use of privately contracted armed security personnel (PCASP) also contributed to the decrease in the hijackings. In the incidents reported to the Piracy Reporting Centre, more vessels with PCASP have been reported in the first quarter than those not armed.

Until a comprehensive legal framework is in place, however, owners and Masters should follow the International Maritime Organization and industry guidelines on the carriage of PCASP.

“The EU announcement to expand their anti-piracy mission to target pirates ashore is another welcome move that could further threaten the Somali piracy model,” Mr Mukundan said.

As of 31 March 2012, suspected Somali pirates still held 15 vessels with 253 crew
members as hostages, with an additional 49 crew members being held hostage on land.

Increased attacks in Indonesia
Elsewhere, there has been a noticeable increase in the number of armed robbery attacks in the Indonesian archipelago, up from five in the first quarter of 2011 to 18 in 2012.

The report shows that all types of vessels in Indonesia have been targeted and that the attacks aimed at theft from those vessels. Fifteen vessels were boarded – 13 while anchored, one while berthed and one underway. Five crew members were taken hostage overall.

Antwoord op Kamervragen over aanval op Nederlands schip 'Breiz Klipper'

Antwoorden van drs. J.S.J.

Ontvoerde zeelui Nederlands schip vrij

Nigeria: ontvoerde bemanningsleden Nederlands schip vrijgelaten

Breiz Klipper.
